Grapnel Anchor

Hi,
Can anybody pls advice on how to properly rig a grapnel anchor?  I have seen documentaries tying the chain to a shuckle to the bottom of the anchor and fastening a tie rope to the top loop.  Is this the correct way?

yes that is the right way
you need 4ft of chain and use stainless fittings.
