There's a flea market in Birgu on Sundays where one guy has a stand full of fishing tackle. He's got rods, reels, hooks, lures, etc. All very cheap. Take the 2, 3, or 4 bus to the 'Riche' stop and if you're facing Birgu, walk down the road to your right a little way down the hill.

If you come to Gozo, the best place for cheap lures is Malia. It's down a side road just past the big Caruana hardware shop coming from the ferry through Xewkija towards Victoria.
