Title: Gaff hooks - OK on the shore?

Hi Guys.  Are gaff hooks legal to use on the shore?  This crossed my mind just about as I was going to buy a small one.  Spinning can catch some big surprises, so a gaff hook might be helpful.

No idea if it's legal or not tbh :/ all i know is, to go spinning without one is a bad idea to say the least.
