Pauline Tuna, I posted this topic as on the federation site there is clearly written that it represents the MFB and that the MFC were included only after the insistence of Dr Carabott. So the fFEDERATION is PRO MFB.
I was told that these regulations/modifications/adjustments/proposals etc were proposed to the EU 2 years ago.
Now i do not care who proposed them what I care is that they are being implemented and not discarded. So far I didnt have a very positive reaction, although there is a promise that a compromise will be reached.
Personally I do not care about compromise or the benevolence of who is in power, we are out of the medieval age, what I care about and what the amateur/recreational fisherman needs, are clear cut rules that govern this category without comparison to the commercial.
I was shocked to say the least when a person in authority stated that the commercials have regulations and we recreationals DO NOT HAVE ANY.

Shanook.....you come from way back experience as an amateur fisherman...you and who understand what's behind all the agenda are right (not only lampuki..but the whole lot of topics).....Someone needs to think about the MFC's and S in particular....MFC is a category that are being referred to as doing harm to the other categories in questions...this is what is all about.....talk to an MFA and an MFB in particular and see what comes out when speaking about the recreational permit of TUNA...the first thing they come back with is ' how come does your permit is valid when ours is closed'...on another example; speak about the catching of your own lampuki, all they tell you is that they saw alot of people on their cimi, and whatsoever language related....plse people open your mind and think in relation with our MFC category and who the real people who safeguard us are !!!

Well sorry to say this but at the moment we do not have anyone who is representing the MFC and S, its all pro MFB and MFA.
the ones in a position to make a difference are either ignorant of the needs of MFC/S or are easily dissuaded by the commercials.

1. The management plan does not anywhere mention recreational fishermen and the laying of FADS

2. It is simply a proposed management plan and not a law cast in stone

3. The management plan is not designed by the EU but by fisheries. So it is pointless for fisheries to argue that the management plan does not allow for recreational fishermen to lay FADS - Fisheries came up with the plan - if the plan was designed to prohibit recreational fishermen from catching a lampuka it is fisheries that are responsible for this - they cannot blame anybody but themselves.

4. It does not make sense at all that recreational fishermen (that includes those with mfc and s boats as well as the thousands of  shore fishermen) are represented by a federation that also represents the MFBs - MFBs are part of the commercial fishing fleet and are in no way recreational fishermen.

5. We had an MFF representative on the fisheries board but the way things turned out we are now not represented by anybody

I will intervene once on this, and shut my mouth for good on this subject.  The management plan was drawn up by the fisheries dept 2 years ago, in a haste, as usual.  They did it because Malta was lagging behind, and so needed to ensure that they were in line in case the EU started infringement proceedings.  as usual, a raw pen pusher who could not tell the difference between a fishing rod and a barge pole, was commissioned to draw up the management plan.  The whole saga of the management plan is just a decoy.  What actually happened is this.  The commercial fishermen complained to the PL government ministry that recreational fishermen were selling their lampuki catch at the fish market (pixkerijja)....the chief of staff together with the Parliamentary Secretary told me that this practice was not right, and had to stop.  I challenged them both to admit that the law was being broken inside the Pixkerija as a sale needs to be registered by VAT receipt.....they fell silent.  They said the recreational FADs were a source of income to the recreTional fishermen, as these were allowing recreational fishermen to increase their catch of Lampuki, and so theycould also sell it at the pixkerija.  This is the true version...mela the management plan.  I fear thst the whole fisheries has been hijacked by incompetent people who are basically pen pushers and bench heaters...quoting text and laws as it suits them.  i could never allow myself to be part of this farce....whatever the outcome.  Before the March general elections i used to critisise the pn government of innefficiency, and doing things to please the EU.  This government is much much worse....apart from the dellitantism demonstrated by people who are running the show, they are basically all for the commercials, and totally against the recreationals.  In 16 months, i have had to fight my way through BS, beurocracy and venom, yes venom spouting out of the mouths of people who should know better and support our cause.  Like they say in the younger generation.....nough said.

Since when,asking questions is classified as venom. If I did not ask questions,a lot of things would not have surfaced. This is called  inquiring.

I tend to agree with gaffer said the management plan is all a decoy - many may not have bothered to read it but its whole rationale is highly flawed - from the conservation point of view Malta's lampuki fisheries do not need any management -  Catches of lampuki have been consistent for many years. The document itself states "this stability shows that when considered on its own, the Maltese lampuki fishery is sustainable, since catches remained stable over a long series of years". the document then goes on to state that "Since the fishery is predominantly shared with other Member States and third countries, Malta cannot unilaterally identify actions in order to manage these stocks"

Yet, in its wisdom fisheries now contradicts itself and has managed to identify an action to manage these stocks - namely trying to prevent recreational fishermen from catching lampuki - zero impacts on conservation but it keeps the commercial fishermen happy!

The problem is such that the PS is in favour of the commerciall, I don't know what he has been told and by whom. He is not into fishing but relies on what he is told.  I thought that he will be consulting us, recreational fisherman, one through Joe (the gaffer) and two with the federation and thirdly directly with us through a meeting, we have to put pressure on those who govern to see our side of the story.
