Skip, I can't tell you exactly all the locations of the regulated moorings but I might be able to get you a detailed reply tomorrow as I will be meeting a TM official that takes care of these matters.

But basically, sheltered moorings by breakwaters like in Bbugia San gorg and St Pauls bay are regulated moorings. There is an assignment of the mooring by exact coordinates and regulated by boat sizes.

Moorings outside Bbugia Breakwater for instance are unregulated moorings - Normally there is no assignment by coordinates and they are registered volontarily by whoever laid the mooring.

Tomorrow I will try and get you a list. One important note, since the permits are temporary, by the matters of law they cannot be traded unless for certain exceptions.

anyone "buying" a mooring permit should ask to see the permit and check whether it is transferbale with Transport Malta.

100% agree. Always check with the source and do your analyis. It can avoid you unpleasant surprises. Afterall, All you need is a call and from what I can recall from personal experience the guys working at TM on moorings are very helpful and understanding.
