it is difficult for an angler (not spearfisherman, the point is different even though it may apply) who manages to spot a shoal of fish to overfish it. at some point in time there will be a fish that will manage to get away and from experience some fish once bitten twice shy.

However, yes, a fisherman knowing what he/she is doing rotates places. However most of them rotate places not only for the sake of preserving the fish stock, but also to concieve the technique from the fish. If the technique becomes habitual, the fish will adapt for it and will not bite.

Just note the fact that today mullet/kaplat is fished with .06 and .08, 8 years ago it would have been a sin fishing it with less than .25. Times change and the fish adapt too. We just keep catching fish because there is still some fish around and we adapt our techniques faster than the fish do to determine the trick.

Ask someone who fishes saddled bream either from boat or from shore, you keep on catching from a spot until one gets away. After that forget any bites. Only in few circumstances i rekon this theory defied, and it was because conditions were very optimal. and still after some time the fish stopped biting even if they were around.
