Trip to malta for combined spinning and fly fishing from the shore/rocks

Hello, we are two guys from Austria planning a fishing trip to Malta in February or March 2012.
What do you think about the best period to do spinnfishing from the shore/rocks. I'm wondering if there are also bass around? Are there guides which would lead us?
