Hi Swampy, welcome to the forum. Good time of year to be coming for fishing :) You will still be in time for Albacore and probably some smaller bluefin tuna if you're into trolling.

Your best place to go is definately the West coast out in the Filfla area, you can troll 6-10nm off the coast with very good success. You can make do with 30lbs outfits, if you don't have trolling reels/rods you could buy some handlines for Alungi from places like Mister Fish etc. See http://www.maltafishingforum.com/local.html

If you're trolling you don't need baits as you'll be using artificial lures. If you're into bottom fishing I suggest you have a look at the bottom fishing board as that's not my area of knowledge.

Not sure where your dad is planning on renting the boat from, I know Yellow Fun at Portomaso Marina have some nice boats for rental, but you'd be looking at around 10-12nm to get down to the south and another 12nm miles or so to go offshore into location, plus your trolling needs.

Not sure if there is anyone renting boats out of the West coast, but try asking your dad to look nr. Golden Sands Hotel area as there might be someone there. Otherwise the sports center at the Ramla Bay hotel do self drive boats and from there you can head straight out 6-10 miles and be in a good spot further up north of the West coast, effectively West of the Gozo channel.

There are some poisionus bottom fish, rock fish that you want to watch out for but I'm sure others can provide more specific info.
