Check the battery connection wires first. A dry joint, or a bad earthing is generally the problem.  Next, you should take out the starter, dismantle it, and give it a good service.  Generally the brushes are the number 2 culprit.

High tension wires are for ignition.  They transmit the high voltage from the Coil, to the plugs, so they have have no effect at all on a slow-turning, starter. Leave them alone.
