Mellieha, as I clearly explained, I was clear enough and if you paid your yearly license fee, you should have seen the License conditions:
A harpoon may only be kept for the intended use as a fsihing implement.
A harpoon may only be carried outside premises for the use in conjunction with the fushing purposes and it is to be carried to and from the premises and the fishing site by the shortest available route.
A harpoon may not be used in conjunction with aqualungs.
A harpoon may not be used at night (between sunset and sunrise)

I can confirm what Baghira said cause today I paid the license and the rules are written on the license paper. The rules are given by EU law regulations 932847
