a few shore jigging questions

regarding shore jigging, what is best, spinning the jig? or jerking the jig?
and regarding places for jigging, i live in the south part of malta, i normally go jigging in birzebbugia, but i rarely catch anything good , its usually skalmi, tracna or a flying fish  . i am aiming for ajs, plamti, kubrit and maybe sawrell. can anyone help? , thx
